What can you do - or not do - with an electric bike in Belgium?

Electric bikes are now an integral part of the Belgian landscape. Whether you're going to work, shopping or just enjoying a ride, the e-bike is everywhere. But what exactly are the rules? Do you need a driver's license? Is it compulsory to wear a helmet? And what about alcohol or using the telephone while riding? In this guide, we provide a clear and practical overview.

Do you need a driver's license for an electric bike?

For most electric bikes, no. A conventional electric bike (pedal assistance up to 25 km/h and motor power limited to 250 watts) is considered a "bicycle". You can therefore use it without a license.

It's a different story for speed pedelec (assistance up to 45 km/h):

  • AM or B license required
  • Minimum age: 16
  • Compulsory license plate
  • Compulsory liability insurance

In a nutshell:

  • Classic E-bike → no permit
  • Speed pedelec → same rules as a moped

Do you have to wear a helmet on an electric bike?

  • Classic electric bike (≤ 25 km/h): no obligation
  • Speed pedelec (45 km/h): mandatory helmet, complying with EN1078 standard and offering reinforced protection for the temples and back of the head.

Although helmets are not compulsory on conventional e-bikes, associations such as the Fietsersbond strongly recommend their use.

Are you allowed to drink alcohol on an electric bike?

The rules are identical to those for motorists:

  • Maximum 0.5 ‰ alcohol in blood
  • Novice drivers (less than 2 years' driving experience): maximum 0.2 ‰
  • Exceeding the limit = heavy fines or loss of license

The police can therefore also severely punish cyclists.

Are you allowed to take anyone on the luggage rack?

It depends on the bike:

  • Only if the luggage rack is approved for passenger transport.
  • For children: compulsory seat complying with European standard
  • Many e-bikes only have racks suitable for bags, not people.

Take your dog with you?

Yes, but safely:

  • Dogs may run alongside, but never with a leash attached to the handlebars.
  • A trailer or special basket is the safest solution

Are you allowed to use your cell phone on an electric bike?

Since 2022, it has been forbidden to hold your mobile phone in your hand while cycling, including on an e-bike.

  • Hands-free calling is allowed
  • Fine for use of mobile phone in hand: €174
  • Rule valid for classic bikes, e-bikes and speed pedelecs

Other important rules

  • Lighting: mandatory front and rear lighting at dusk and at night
  • Bicycle path: mandatory if available
  • Speed: assistance cut off at 25 km/h for a classic e-bike, at 45 km/h for a speed pedelec

Do I need to register my speed pedelec ?

Yes, registration with the DIV is compulsory. You will receive a plate.

Can I use the cycle path with a speed pedelec ?

In general, no. Speed pedelecs are assimilated to mopeds and must be ridden on the roadway or on the moped track, depending on the infrastructure.

What is the maximum speed of a classic e-bike?

Assistance stops at 25 km/h. You can go faster, but only by pedaling harder.

Are child seats allowed on an e-bike?

Yes, provided they comply with European standard EN 14344 and are properly secured.
